ISA project risk assessment tool

The tool was developed under the ISA-ADB project under the Phase 2  project ‘Ecosystem readiness assessment for production and utilisation of green hydrogen’.    
This flexible tool allows the user to to examine and analyse typical risks associated with green hydrogen projects, such as, project development risks, risks impacting society and environment, offtake, and financing risks etc.  In particular, the following risks have been considered for analysis, the inputs of which would be provided by the user.

  1. Pre-Construction Risks: Analyses the risks prior to the commencement of construction of green hydrogen projects, including sectoral risks, permitting risks, sponsor risks, financial risks etc.
  2. Construction Risks: Analyses the risks associated with project construction phase, like execution side risks (which primarily involves the EPC contractors), market risks, technology risks etc.
  3. Operational Risks: Analyses the risks associated with the operation of the green hydrogen plant, like safety risk, offtaker risk etc.

Users input project-specific data, and the tool generates an indicative risk rating—High, Medium, or Low—for each risk category. These insights might help stakeholders:

  1. Identify critical risk areas early in the project lifecycle for planning deeper assessments and monitoring
  2. Develop targeted mitigation strategies
  3. Obtain a holistic and granular guidance on green hydrogen project risks
  4. Compare different projects with respect to project risks
